This article aims to contribute to the reflection on the guarantee of the right of all to education, with reference to the target audience of Special Education. The methodological approach consists of a literature review, in which studies present in the Theses and Dissertations Database were used, as well as publications in books and scientific articles. Initially, the reader is introduced to the trajectory of the person with disability in society. The concepts of exclusion and inclusion are discussed based on the research of Skliar (2003) and Jodelet (2014), as well as the principles of the philosophy of difference, which has as one of its precursors, Gilles Deleuze. Finally, we highlight the training needs of teachers to work in an inclusive school, and point out the relevance of critical and reflective training. Universal Design for Learning is presented as a curricular approach that can help teachers plan their classes.
